Govt to Formulate Legal Framework to Regulate Betting Industry – CS Mvurya

The government is taking decisive steps to regulate the betting industry without imposing an outright ban, Sports and Youth Affairs Cabinet Secretary Salim Mvurya has announced.

Speaking during a session with the National Assembly Committee on Sports and Culture in Diani, Kwale County, CS Mvurya said the ministry is working closely with Parliament to draft a comprehensive legal framework that will bring structure and accountability to the gaming sector.

“Banning betting is not the solution. What we need is a well-regulated environment that protects vulnerable groups while allowing the industry to operate responsibly,” Mvurya stated. “We will engage all stakeholders in developing clear and fair regulations.”

The CS also affirmed the government’s commitment to resolving ongoing tensions between the Betting Control and Licensing Board (BCLB) and licensed betting operators, amid concerns about operational disruptions.

“Our ministry is ready to support and facilitate dialogue. We want a win-win solution where the industry thrives within legal and ethical boundaries,” he added.

Committee chairperson and Webuye West MP Dan Wanyama echoed these sentiments, urging BCLB to consider alternative dispute resolution mechanisms rather than revoking licenses, which he warned could have unintended consequences.

“Revoking licenses could cripple the Sports Fund, which heavily relies on betting revenue to finance critical infrastructure like stadiums set to host CHAN and AFCON tournaments,” Wanyama warned.

The discussions come just days after a government directive suspended all betting-related advertisements and promotional content across media platforms for one month.

The move aimed to curb unregulated gaming content targeted at vulnerable populations, particularly youth.

While the suspension stirred debate, it has reignited the call for proper oversight of the multibillion-shilling industry balancing moral concerns, public health, and economic impact.

The committee pledged to expedite the legislative process to ensure that Kenya has a structured and transparent betting sector that supports national development without compromising societal values.
