Maraga Urges EACC to Act on SHA Scandal Involving Billions in Health Fund Fraud

Former Chief Justice David Maraga has issued a scathing condemnation of the unfolding Social Health Authority (SHA) scandal, calling on the Ethics and Anti-Corruption Commission (EACC) to swiftly investigate and hold accountable all individuals implicated in the alleged loss of billions in public funds.

Speaking during a press briefing in Nairobi alongside former Law Society of Kenya (LSK) president Nelson Havi and members of civil society, Maraga did not mince his words.

“Fraudsters must pay. This is not negotiable. If you cannot act, then you are part of the problem. Kenyans demand accountability,” he declared.

Maraga further demanded that the Ministry of Health, SHA officials, and all other relevant bodies come clean on the financial details of the scheme, specifically, the total funds collected under SHA, allocations made through the Primary Health Care and Emergency Fund, and full disclosure of hospitals and service providers who received payments.

The former CJ also criticized the recent shutdown of the Kenya Master Facility Registry (KMFR), calling it a “gross violation” of constitutional rights.

He emphasized that the registry plays a critical role in maintaining transparency around the country’s healthcare infrastructure, and its suspension raises red flags.

“This is not just about lost billions, it’s about trust, governance, and the right of Kenyans to access transparent healthcare data,” Maraga noted.

The group has vowed to keep pressure on the government and watchdog bodies until full accountability is achieved
