In 2023, Nairobi Governor Johnson Sakaja unveiled an ambitious budget of Sh42.3 billion, a notable increase from the previous year’s Sh39.63 billion allocation.
This new budget allocated Sh28.3 billion to recurrent expenditures and Sh14 billion to development projects.
It reflected the county’s focus on economic recovery and inclusive growth, with a strong emphasis on enhancing order, dignity, hope, and opportunity for all Nairobi residents.
To support this expanded budget, the county government was tasked with generating Sh19.9 billion through its own-source revenue for the financial year 2023/24.
Governor Sakaja’s administration implemented several key measures to boost revenue collection.
These included the introduction of the Unified Business Permit (UBP), digitization of county processes, and initiatives aimed at reducing corruption.
These measures led to a record Ksh12.8 billion in revenue collections, surpassing previous records.
However, Governor Sakaja noted that revenue could have reached Ksh13 billion if not for interruptions caused by demonstrations, which disrupted business operations and the work of county revenue officers.
Despite these challenges, the administration remains optimistic about surpassing the Ksh13 billion mark in the upcoming financial year, 2024/2025.
The most successful revenue sources for the fiscal year included land rates, parking fees, single business permits, plans and inspection permits, billboards and advertisements, house rents, fire inspection certificates, and hospital fees.
The introduction of the UBP was particularly notable for streamlining service payments and improving compliance with county regulations.
Digitization efforts and anti-corruption measures also played crucial roles in enhancing revenue collection.
As the financial year concluded, the Sakaja administration continued to monitor and refine its revenue strategies, with a focus on using funds efficiently to improve infrastructure and public services.
The administration’s commitment to transparency and accountability remains pivotal in achieving the county’s policy goals and fostering an environment conducive to economic growth and development.
