Education CS Ogamba Assures Schools of Sh14 Billion Capitation Release Next Week

Education Cabinet Secretary (CS) Julius Migos Ogamba has called on secondary school heads to avoid sending students home over delayed capitation.

The CS assured the school heads that the Ministry is working closely with the Treasury to release the remaining Sh14 billion by next week.

Speaking at the Technical and Vocational Education and Training (TVET) Principals meeting at Eldoret National Polytechnic, Ogamba emphasized the government’s efforts to resolve the capitation delay, which has caused significant challenges for schools.

He confirmed that his team is in constant communication with the Treasury to ensure the funds are made available as soon as possible.

“It is not the parents who are supposed to pay the fees; it’s funded by government capitation,” Ogamba explained. “We are doing everything we can to ensure the balance is paid, hopefully by next week.”

The CS also highlighted the government’s commitment to ensuring future capitation disbursements are timely, preventing similar issues from arising again.

Plans are underway to implement a more efficient system to avoid delays in the future.

On the ongoing university funding model debate, CS Ogamba mentioned that the presidential review team is finalizing its report and assured that recommendations would be implemented by September to ensure a more effective funding structure.

Addressing governance within public institutions, Ogamba stressed the importance of integrity and professionalism.

He warned that any form of mismanagement or politicization within institutions would not be tolerated and promised swift action against those responsible.

Lastly, the CS reiterated the government’s plan to enroll a significant number of unemployed youths into TVET programs to equip them with skills needed to thrive in the workforce, addressing the challenges faced by Kenya’s 3.5 to 4 million unemployed youth.
