Seven suspects were on Wednesday evening remanded in custody after being dramatically arrested at Harambee House, the iconic government complex that houses President William Ruto’s office, following an elaborate scheme in which a foreign national was swindled out of USD 470,750 (Ksh 60,867,975) through a fictitious government tender to supply 500 ambulances.

The suspects namely Michael Musyoki Ngumbi, Evans Simotwo, Geoffrey Were Odondi, Allan Mutahi Kariuki, Purity Njeri Njamiu, Muniaro Jared Masinde, and Kororia Simatwa, were arrested on Tuesday, March 10, 2026, following a sting operation by the Directorate of Criminal Investigations (DCI) Operation Support Unit.

They were arraigned before the Chief Magistrate’s Court at Milimani Law Courts in Nairobi in Criminal Miscellaneous Application No. 1184 of 2026, where the DCI detectives sought orders to detain them for 14 days more days at Capitol Hill Police Station to allow investigators to complete their probe.

The DCI told the court the complainant, a foreigner whose identity was not disclosed, had been lured into believing he would secure a lucrative government contract to supply ambulances to Kenya.

The court heard that the suspects had impersonated senior government officials, convincing the complainant they had the authority to convene meetings and execute contracts on behalf of the State.

“Some of the offenders had presented themselves to the complainant as senior government officials with the capacity to convene meetings and enter into contractual agreements on behalf of the government with foreign investors and business people,” the application states.

The elaborate fraud began with a person claiming to be a Ugandan national using a Uganda-registered phone number, who then connected the victim to the local suspects.

In an affidavit filed in court by Inspector George Karanja say this detail points to possible links with an international criminal syndicate.

The court heard that the suspects were reportedly meeting the complainant inside Harambee House itself, a gazetted protected government installation that houses, among others, the office of the Cabinet Secretary for the Ministry of Interior and Coordination of National Government.

“It is imperative for the Applicant to investigate the breach that resulted in the convening of meetings aimed at criminal purposes at a government premises that houses, among others, the office of the Cabinet Secretary, Ministry of Interior and Coordination of National Government, and the Office of the President, and which is gazetted as a protected government installation,” the DCI’s application stated.

They were arrested there after one such meeting.

The revelation that suspected fraudsters were freely conducting criminal business inside one of Kenya’s most fortified government buildings, and doing so repeatedly, has raised pointed questions about whether they had inside help.

Investigators told the court that several other suspects, believed to be either government officials or individuals with privileged access to Harambee House, were yet to be apprehended.

Investigators further told the court that the security breach at Harambee House may run deeper than the seven arrested suspects.

“Several other persons, yet to be apprehended, whether government officials or otherwise, may have been involved, which advises even a more thorough investigation,” the DCI told the court.

The suspects face charges of conspiracy to defraud, obtaining by false pretences, and three counts linked to money laundering, acquisition, use, and possession of proceeds of crime, all under Kenya’s Penal Code and the Proceeds of Crime and Anti-Money Laundering Act.

The State urged the court to keep all seven in custody, warning they posed a significant flight risk.

“The fact that the offences under investigation were committed in a more derogatory manner, including breaching national security, would motivate the respondents to abscond from the country,” investigators argued in their application.

Investigators also warned the suspects could interfere with witnesses and may have access to international safe havens given the syndicate’s apparent cross-border reach.

The matter was placed before the magistrate shortly before 5 p.m., leaving little time for a substantive ruling.

“Due to lack of time, I will deliver my ruling tomorrow. The accused will remain remanded,” the magistrate said.

The seven suspects will remain in custody at Capitol Hill Police Station as the court prepares to rule on Thursday on whether investigators will be granted the requested 14-day detention period.

A Nairobi court has freed a businessman being investigated for allegedly threatening to kill nominated Senator Hezena Lemaletian, rejecting a police request to detain him for seven more days.

Alex Anyolo Kikuyu was released on a cash bail of Ksh 20,000 by Chief Magistrate Lucas Onyina at Milimani Law Courts on Tuesday, after the Directorate of Criminal Investigations (DCI) sought to hold him at Muthaiga Police Station to complete investigations.

The suspect faces potential charges of threatening to kill contrary to Section 223 of the Penal Code and attempts at extortion by threats contrary to Section 300 of the Penal Code, stemming from an incident reported on January 27, 2026.

In his defense, Mr. Anyolo strongly denied the accusations, distancing himself from Samburu County politics.

“I did not threaten to kill the nominated Senator. I have no interest in Samburu County politics. I am concerned about Kakamega county politics, where I come from,” Mr. Anyolo told the court.

The businessman, who described himself as a family man, challenged police claims that he had no fixed abode and was a flight risk.

“I do not reside in a vehicle the way the bird resides in a nest. I have a fixed place of abode,” Anyolo told the court.

He further disputed the need for extended detention, noting that he was arrested while driving his own vehicle, which is currently held at DCI headquarters. He urged the court to grant him lenient cash bail pending conclusion of investigations.

Chief Magistrate Onyina observed that the suspect had a fixed place of abode and that police could conduct forensic analysis without detaining Mr. Anyolo. The court ordered that the matter be mentioned in two weeks for further directions.

According to court documents filed by Inspector George Ndungu, a police officer attached to DCI Headquarters Serious Crime Unit, Senator Lemaletian reported the incident on January 27, 2026, via DCI Complaint Reference Number CID/C/GEN/COMP/6/11/2026/33.

The court heard that Senator Lemaletian, who has been a nominated senator for Samburu County since 2022, received a series of threatening messages via WhatsApp while at her office in Bunge Towers.

During his arrest, Mr. Anyolo was found in possession of three mobile phones, a grey Techno 15, a whitish Oppo A24, and a black Momofly phone with a greenish strip, as well as one Safaricom SIM card and 23 additional Safaricom card holders.

Police had requested the detention to obtain bank and mobile money account statements, conduct forensic analysis of the electronic gadgets, and get mobile phone subscriber details and call data records from Safaricom and Airtel.

The investigation was classified as an organized crime matter and transferred to DCI headquarters in Nairobi for further investigation.

A Nairobi-based activist has moved to the court seeking the removal or suspension of National Construction Authority (NCA) Executive Director Maurice Akech accusing him of incompetence, constitutional breaches, professional negligence, and failure to protect the public from deadly building collapses.

In the urgent petition filed Before Milimani High Court, activist Francis Awino argues that Akech’s continued tenure at the helm of the NCA has been marked by regulatory failure, administrative maladministration, and a systematic disregard for public safety, particularly in Nairobi County where several buildings have collapsed or been flagged as unsafe.

The petitioner, who identifies himself as President of Vybe Tribe, a civil society movement, is seeking multiple declarations and orders, including a finding that Akech is unfit to hold public office.

“A declaration is sought that the Respondent, Maurice Akech, in his capacity as Executive Director of the National Construction Authority, has acted in a manner inconsistent with the Constitution of Kenya and is therefore unfit to hold public office,” the petition states.

The case centers on the collapse of a twelve-storey mixed-use building at Plot No. 209/5909/10, South C Ward, Lang’ata Sub-County, along Kiganjo Muhoho Avenue on January 2, 2026.

The collapse resulted in at least two individuals being trapped and one person injured during construction.

According to the petition, investigations and situational reports by Nairobi City County and NCA revealed that the building, developed and constructed by Abyan Consulting Limited, was non-compliant at the time of collapse.

The petitioner claims there was no evidence of approved structural plans, statutory inspections, geotechnical reports, or proper site supervision.

The activist alleges that Nairobi City County issued enforcement notices to the developer in May, July, and December 2025, highlighting numerous infractions, including non-compliance with approved plans, unsafe construction practices, and lack of statutory inspections.

“The Respondent NCA through its boss Akech failed to enforce these notices or take any remedial action, allowing continued illegal construction and placing the public at grave risk,” the petition reads.

Awino further alleges that despite architectural plans being approved for twelve floors in December 2023, additional floors were constructed without statutory approvals, in blatant violation of the Physical and Land Use Planning Act and relevant Nairobi City County by-laws.

The petition states that Akech, in his official capacity, acknowledged the non-compliance of the building in a public statement dated January 2, 2026, admitting that the project was registered on November 8, 2023, and was “non-compliant” at the time of collapse.

The activist wants the court to issue an order removing or suspending Akech from office, citing what he terms demonstrated incompetence, negligence, disregard for public safety, and failure to uphold integrity and accountability.

“The court does issue an interim order suspending the Respondent, Maurice Akech, from the office of Executive Director of the National Construction Authority pending the hearing and determination of the Application and Petition filed herein,” Awino seeks.

The petition also cites a pattern of structural failures in Nairobi, including incidents in Zimmerman in 2023 and Kahawa West in October 2024, attributing them to poor workmanship, substandard materials, and inadequate statutory oversight.

Among the reliefs sought, the petitioner wants the court to declare that Akech has violated Articles 10, 21, 23, 35, 47, 73, and 201 of the Constitution, relating to national values, public safety, administrative justice, leadership integrity, and public service principles.

The petition argues that Akech’s actions constitute breaches of the National Construction Authority Act, the Physical and Land Use Planning Act, NCA Regulations 2014, and Nairobi City County building by-laws.

The activist is asking the court to compel the NCA to immediately halt all ongoing construction projects in Nairobi County that lack approved structural plans, ensure mandatory inspections are conducted before work continues, and enforce sanctions against developers, contractors, and professionals who violate regulatory standards.

“A mandatory order is sought directing the Respondent to take immediate action to enforce compliance with building and construction regulations in respect of all non-compliant projects in Nairobi County,” the petition states.

The activist further argues that Akech’s alleged inaction despite repeated warnings amounts to abuse of office.

“The Respondent’s failure to act, in the face of repeated enforcement notices and known violations, constitutes administrative maladministration, gross negligence, and abuse of office,” the filing adds.

Additionally, Awino wants the court to order Akech to provide in court a full account of all enforcement actions taken or omitted regarding buildings in Nairobi County that were flagged for non-compliance between 2021 and 2026 within 14 days.

Awino further targets approvals involving Abyan Consulting Limited and other developers implicated in unsafe construction.

“A declaration is sought that any approval, registration, or licensing decisions made by the Respondent in relation to Abyan Consulting Limited, or any other developer involved in unsafe or non-compliant construction, are null and void to the extent that such decisions contributed to the endangerment of human life,” the petition states.

Finally, the activist wants the court to impose personal accountability, including recommendations for disciplinary action, deregistration, or referral to oversight bodies for professional negligence.

The case which is pending hearing and directions before Justice Chacha Mwita names the State Department of Public Works and Infrastructure and National Construction Authority as an interested parties.

The stolen property, three radiator grills intended for locomotive engines, is valued at Sh40,000.

The Directorate of Public Prosecutions (DPP) told the court that railway security officers on routine patrol noticed commotion near the workshop fence.

Upon investigation, they found Chege carrying metals wrapped in bed sheets. He attempted to flee but was apprehended by the officers.

The stolen grills were recovered and presented in court as exhibits, with Chege confirming ownership.

Facing Chief Magistrate Dolphina Alego, Chege asked for leniency, explaining that he believed the grills were not in use and had taken them to address personal challenges.

“I did not know they were being used, Your Honour. I ask for forgiveness,” he said.

The court has directed that a probation report be prepared for presentation on January 8, 2026, before ruling on sentencing.

The detention order was granted by the Chief Magistrate Dolphina Alego of Milimani Law Courts following an application by the Director of Public Prosecutions (DPP) under Article 49(1) of the Constitution, as well as sections 123, 123A, and 118 of the Criminal Procedure Code.

The prosecution argued that the suspect posed a high risk of absconding due to having no fixed residence, no family, and no mobile phone.

In an affidavit filed in court, CPL Antony Kerini, attached to DCI Nairobi Central that the suspect who is a street boy is being investigated for the offences of Murder and opposed his release on bail.

“The respondent has no known fixed place of abode, no known family members or contact persons, and does not own or use a mobile phone. There exists a high risk of absconding should the suspect be released on bail.”

The suspect is accused of killing Muriuki on August 15, 2025, around 2:00 am, while the deceased was walking with Mercy Wanjiku Wambui from Tsunami Market near Ngara area towards Nairobi CBD.

According to the prosecution, the suspect, joined by others still at large, hit the deceased with a sharp object on the head, leading to his death.

The prosecution further told the court that the suspect has voluntarily agreed to cooperate with investigators.

“I am able and willing to lead the police to my co-suspects who are currently in hiding, and to help recover the murder weapon.”

The DCI detectives told court that releasing him at this stage could compromise ongoing investigations, interfere with witnesses, and obstruct the recovery of the murder weapon.

The co-suspects are reportedly hiding in Isiolo and Nanyuki, and their arrest is considered crucial to completing the probe.

The court granted the 21-day detention, emphasizing the need to balance the interests of justice and public safety.

The magistrate ordered Kamande to be held at Central Police Station pending further investigations.

Blogger and human rights activist Boniface Mulinge Muteti was released on Sh 15,000 cash bail by a Nairobi court on Monday after being charged with allegedly publishing false information online accusing politicians of amassing wealth through theft.

Muteti, 30, appeared before Milimani Law Courts, facing one charge under Section 23 of the Computer Misuse and Cybercrime Act No. 5 of 2018.

Prosecution alleges that on December 6, 2025, Muteti used his X account @mulinge_muteti to post statements he knew were false, which were likely to cause fear, alarm, or violence among the public.

According to the prosecution, Muteti’s posts claimed that politicians had not worked, innovated, or invented anything, and that all their wealth was allegedly stolen from Kenyans, and should be returned.

They argued that such statements were intended to incite public unrest.

Muteti pleaded not guilty to the charges.

His lawyer urged the court to grant lenient bail

“Muteti is not a flight risk and will appear for all future court proceedings. He is a law-abiding citizen and a human rights activist whose work should not be curtailed unnecessarily,” he said

The defence also requested access to all evidence and witness statements the prosecution intends to rely on.

Magistrate granted Muteti Sh 15,000 cash bail with the condition that he provide a contact person.

The court also instructed the prosecution to supply all materials and witness statements ahead of the trial.

Muteti was arrested on December 12, 2025, by officers from the Directorate of Criminal Investigations (DCI) Serious Crimes Unit and spent the weekend at Muthaiga Police Station after police declined to release him on bail prior to his court appearance.

The case has been scheduled for mention on December 30, 2025, for pre-trial proceedings.

A Nairobi businesswoman appeared in Milimani Law Courts on Wednesday, charged with obtaining money by false pretences and conspiracy to defraud, after she allegedly swindled her lover of over Sh1.6 million in a purported road construction tender deal.

Tabitha Munee Mutua is accused of obtaining Sh1,674,000 from Moses Kiplagat Toroitich between November 15 and 18, 2024 within the Nairobi Central Business District.

According to the prosecution, Mutua allegedly claimed she could secure Toroitich a slot in a KeRRA-funded road construction project in Makueni County through her company, Thomas Construction Limited—claims she knew were false.

“The accused claimed she was in a position to secure a road construction tender for the complainant through her company, Thomas Construction Limited, which she knew to be untrue,”
the prosecution told the court.

The court heard that Toroitich handed her Sh1.2 million under the arrangement, with the understanding that the amount would be repaid with interest.

The remainder of the money was reportedly solicited under the same false pretence.

During proceedings, Mutua became emotional, telling the court she had entered an agreement with the complainant and investigators to repay the money in instalments.

“I have already refunded Sh200,000 as part of the arrangement,” she told the court.

Her lawyer argued that the parties had been discussing an out-of-court settlement, and urged the court to grant lenient bail terms, noting that Mutua is a single mother.

“The accused has agreed with the complainant to repay the money in instalments. We request the court to consider her personal circumstances,”her counsel said.

The prosecution, however, opposed the request, maintaining that the charges were serious and warranted a full trial.

Milimani Chief Magistrate Alego granted Mutua a bond of Sh1 million, or alternatively Sh500,000 in cash, with one contact person.

The case is scheduled for hearing on December 3,2025, when the prosecution is expected to present witnesses, including Toroitich and the investigating officer.

The Judiciary On Wednesday paid solemn tribute to seven departed judicial officers in a historic inaugural closing of files court session led by Chief Justice Martha Koome at Milimani Law Courts.

The ceremony honoured Hon. Timothy Ole Tanchu, Hon. Jacqueline Muthoni Ojwang, Hon. Monicah Kivuti, Hon. Zena Atetwe Rashid Jalenga, Hon. Bernard Kipyegon Rugut, Hon. Kunyuk John Tito, and Hon. Athman Abdulhalim Hussein, recognizing their invaluable service and contributions to Kenya’s justice system.

“We have gathered this afternoon in solemn unity to perform one of the Judiciary’s most sacred collective duties: to honour, remember, and give a dignified closure to the files of seven of our colleagues who departed from us over the last two years,” Chief Justice Koome said.

Presiding over a bench that included Environment and Land Court Presiding Judge Oscar Angote and High Court Judge Anthony Mrima, CJ Koome highlighted the officers’ devotion, humility, and integrity, noting that their passing left an unmistakable void—not only within their families and communities, but also within the Judiciary family.

The Chief Justice celebrated the late Chief Kadhi Athman Abdulhalim Hussein as a scholar and jurist whose mastery of Islamic jurisprudence enriched both the legal fraternity and the Muslim community.

“Hon Hussein mentored many young scholars and Kadhis, pursuing knowledge with unwavering commitment until his final day,” CJ Koome said, lauding his wisdom, compassion, and clarity in judgments.

The CJ remembered Hon. Monicah Kivuti as principled and courageous, recalling the tragic attack on her while she was hearing cases in a tent during lunch hour.

“Her killing was not only a personal tragedy but an attack on the rule of law and the independence of the Judiciary. Her sacrifice reminds us of the need to safeguard judicial officers,” Koome said.

Principal Magistrate Bernard Kipyegon Rugut was honoured for his gentleness, diligence, and compassion across postings in Bondo, Ndhiwa, Kericho, and Molo.

“He listened attentively, decided calmly, and treated every litigant with dignity,” Koome said.

The late Principal Kadhi John Tito Kunyuk was celebrated for his scholarship and leadership in the Muslim community, particularly in Islamic Family Law and the history of Kadhi courts.

“He contributed significantly to Kenya’s intellectual and legal landscape,” the Chief Justice noted.

The CJ described Hon. Timothy Letina Ole Tanchu as warm, humorous, and empathetic, whose service in Makadara, Taveta, City Court, Mombasa, Limuru, and Kibera exemplified dedication to justice.

“He approached every case with fairness and humanity,” CJ Koome said.

Hon. Jacqueline Muthoni Ojwang was remembered for kindness, generosity, humility, courage, and wisdom across her postings from Kibera to Thika and Butere.

Meanwhile, Hon. Zenah Atetwe Rashid Jalenga was celebrated for resilience, optimism, and her commitment to fairness and compassion in the Milimani Commercial Court.

“As we close their files today, we do not close their memory. We affirm their legacies as part of the enduring institutional memory of the Judiciary of Kenya. Their service forms part of the strong foundation upon which we continue to build a more accessible, independent, and people-centred justice system,” CJ Koome said.

Chief Registrar Winfridah Mokaya highlighted that the proceedings were more than an administrative exercise, calling it a profound gesture of institutional respect.

“Extending this honour to judicial officers affirms our commitment to recognising their dedicated service, offering comfort to their families, and ensuring their contributions are preserved in our institutional memory,” she said.

Justice Peter Mulwa, President of the Kenya Magistrates and Judges Association, praised the departed officers for their determination and commitment to justice, while Hon. Everlyne Olwande of the Judicial Service Commission emphasized their quiet, steady, and dutiful service to the nation.

“We honour their service, cherish their memory, and assure their families that their contributions live on not just in documents, but in the lives they touched and the justice they dispensed,” Olwande said.

Families of the departed judicial officers expressed gratitude to the Judiciary for honouring their loved ones, acknowledging that the event offered both recognition and solace for their loss.

A Nairobi family has dragged Equity Bank to court, claiming more than Ksh 10 million disappeared from their fixed deposit account through a suspect court process they say they knew nothing about.

Siblings Isaac Kennedy Mwangi, Mary Karanja and Joseph Kinuthia have filed a suit at the Milimani Law Courts against Equity Bank Kenya, Marina Group Limited and Lucy W. Muturi.

Through lawyer charles Mugane, they accuse the three of using a well-coordinated fraudulent scheme to drain Ksh 10,464,725 from a fixed deposit account they jointly held with their father, David Kariuki Karangi, at Equity’s Ngong Branch.

According to the court papers, the account was opened in September 2024 with about Ksh 10.47 million.

The family only discovered the money was gone in July 2025, when Isaac went to Equity’s Kitengela Branch to check the balance and was told the funds had been paid out under a garnishee order from a case in Embu law courts

The family says the Embu case is riddled with red flags.

Marina Group allegedly sued the estate of Karangi in November 2024, even though he was alive at the time and only died later in February 2025.

They deny ever receiving farm machinery said to be the basis of a Ksh 19.8 million debt and insist a debt agreement produced in court is fake, saying their father used a thumbprint, not a written signature.

What has really put Equity on the spot, however, is how the money left the account.

The Embu consent and decree reportedly targeted a specific account number at Ngong Branch.

Yet on 14 December 2024, Equity allegedly debited a completely different fixed deposit account, the family’s,and wired Ksh 10.46 million to Marina Group’s lawyers.

“We were never involved whatsoever during the said court proceedings nor by the bank prior to the release of our monies,” Isaac says in his ourt papers, accusing the lender of failing to protect their funds.

In the Milimani case, the siblings accuse Marina Group and Lucy Muturi of fraud, and Equity Bank of negligence, conspiracy and breach of fiduciary duty.

They want the three defendants held jointly liable and ordered to refund the full amount, with interest and costs.
